Oana Dicu
Oana Dicu
Oana Dicu, currently Industrial Affairs Manager of Holcim (Romania), holds a degree in Chemistry, a Masters degree in "Quality of Environment" and an MBA in International Business.
She joined Holcim (Romania) seven years ago as Project Manager, focusing on development of environmental projects related to cement, concrete and aggregates.
In charge with development of company activities concerning the waste co-processing (as  alternative fuels and raw materials) and promoting the sustainability of this method in cement plants, she was able to get a good understanding of what means a proper waste management and how can be done ... from theory to practice.
Oana is also a committed expert in the field of the climate change, Kyoto Protocol, Joint Implementation (JI) projects and European emission trading (EU-ETS). She was one of the first persons to engage in JI within the (cement) industry (since 2002) and she can be considered to be one of the few senior experts worldwide in this field.
Acting as Holcim (Romania) representative within the Romanian cement industry “Environment and waste recovery” working group, but also within „CO2 task force“, she was actively involved in the process of transposing and implementing at the national level the European Union environmental legislation, supporting the Romanian authorities as a cement industry expert.
The environmental lobbying work is continued since 2007 also at the European level. As representative of the Romanian cement industry within the European cement industry association (Cembureau) for the issues of energy and materials (including waste materials), she is actively supporting the shaping the european legislation related to these fields.
